Jaana Puukka is an international expert in education and training, and higher education and innovation policies with over 25 years of experience on international, national and institutional levels. She has a strong understanding of education and training (E&T) policies and practices in the EU context and beyond, given her long experience as a policy analyst in the OECD and the advisory and consultancy tasks. She collaborates with international organisations, e.g. the European Commission, World Bank and the OECD and competent authorities at national and regional level, universities and stakeholders through her consultancy and as an advisor, expert, evaluator and rapporteur. Puukka is a long-term external consultant for the EC Working Group on Higher Education since 2013. She regularly contributes to EU work as a rapporteur and key expert, and evaluator. In 2021-2022 she was a member of the EC Expert Group on quality investment in education and training, leading the analytical work on th chapter on teachers and trainers. He recent work has contributed to the study on the feasibility of the European Quality Assurance and Recognition system, validation of non-formal and informal education, and the mutual learning exercise on foreign interference in research and innovation with members of the ERA group.
