Dr. Mihaela Ionescu is Program Director at ISSA (International Step by Step Association), where she leads strategic program development to advance quality, equitable early childhood services across Europe and Central Asia. With over 30 years' experience, Mihaela has served as a teacher, researcher, policy developer, and trainer. She coordinated national early childhood programs at Romania's Ministry of Education and consulted for UNICEF, the World Bank, and the Abu Dhabi Early Childhood Authority. She holds a doctorate in Education Sciences and is a lead author/editor of key publications on quality and equity and cross-sectoral coordination in early childhood.
