Description

This report investigates the opportunity costs—both public and private—of low educational achievement and early school leaving among individuals with special educational needs (SEN). 

It provides a review of how SEN students are identified across various systems, emphasizing inconsistencies and challenges in classification. It highlights the limited availability of rigorous economic studies on the returns to education for SEN students, especially in the European context. Although research shows that individuals with disabilities often experience lower educational attainment, employment, and earnings, robust empirical estimates specific to the SEN population are lacking. 

The report concludes that more detailed, evidence-based evaluations are needed to inform policies aimed at improving outcomes for SEN students.
