Over the past decade, various educational systems in Europe have faced a notable decline in basic skills among primary and secondary school students. Drawing on a wide range of studies, this report identifies potential contributing factors, assesses the quality of the underlying evidence, and proposes directions for future policy and practice. The decline appears to have been driven by a combination of intersecting factors: - increased use of digital technologies and social media; - curriculum reforms that may have deprioritised foundational subjects; - inconsistent preparation and professional development of teachers in basic skills instruction; - socioeconomic disparities in access to learning resources and support; and - shifts in the nature and quality of parental involvement Despite sustained efforts at reform, which have focused on inclusiveness and digitalisation, improvements in core academic outcomes have not materialised, suggesting a misalignment between policy goals and learning results.
