Counterfactual methods refer to evaluation approaches that allow researchers to identify the causal effects of an education policy measure. They can either be experimental (e.g. randomised control trial) or quasi-experimental (e.g. difference-in-differences, regression discontinuity design, matching methods, instrumental variables).
